Using Firefox 69.0.1 on Linux Mint. I created a new profile (using `firefox -P` in terminal). But this new profile doesn't have a folder called "chrome", which my other profile folder (the one i've been using since I got this laptop a year ago) does. The reason I want to access the chrome folder is because I want to tweak UserChrome.css.

In most cases, the chrome folder isn't automatically created for you. You can simply create the folder yourself and add the files that you want in there.

Note that you may need to modify a pref on the about:config page to make Firefox use userChrome.css and userContent.css in the chrome folder.
