In the private browsing window, the browser will not load scripts added to the DOM via javascript. The identical script works in the normal browsing window, as well as with other browsers (chrome, chrome incognito, edge, ie11, opera)

This is a necessary behavior in order to accommodate GDPR opt-in without loading analytics scripts prior to the user consenting, as doing so will initiate tracking.
