There is no 64-bit Firefox Release yet for Windows however there has been 64-bit Firefox for Mac OSX (combined 32/64 dmg) and Linux ever since Firefox 4.0
As said there are Win64 Firefox on Beta channel for Testing as mentioned above however this does not mean there will Win64 for Firefox 39.0 Release. There has been Win64 builds on Beta channel since Firefox 37.0b#.
