When I export the bookmarks to an HTML file, it does not seem to contain the items on the toolbar. Is there a way to backup/Export these? If so how?

The bookmarks that are positioned on the Bookmarks Toolbar should be in an HTML backup, but are appearing at the bottom of the list. I see this H3 element (H3 is used for folders):
