I'm not exactly sure what the problem you are facing is. Correct me if I am wrong, You updated Firefox as an Administrator but the update won't apply on the user side?

I down loaded the latest version again and still not updating on the other user side.

Okay when you go to Firefox --> Help --> About Firefox is the version the same on the admin side as the user side? It should be I have similar problems with my end users because they have limited accounts. But usually after updating on the admin side I still see a new version as available to install but because I updated it on the admin side I already have the version that it is suggested to update to.
