Have checked block popups but when exit and return to FF it is unchecked?

On my wife's computer there has been a problem with popups. I checked all her settings and found the the 'block popups' box was not checked. I checked it. But when we exit Firefox and return, the box is unchecked. I have FF on my computer and do not have this problem. My wife's settings are identical to mine. We have run virus checks, malware and ad scans and have not found any reason for this anomaly. Anyone have any suggestions as to why the problem is happening?
