Firefox ignores /etc/hosts

It seems to work occasionally, maybe, now and then - but after a few refreshes is just goes back to DNS and talks to the official server. When trying to move sites this is a major PITA. I've tried various about:config settings, set caches to 0, restarted it 10 times; can't find a DNS extension that is compatible with the new API, just a bug report (https://bugzilla.mozilla.org/show_bug.cgi?id=1312196) that suggests this to have been an issue since 2003.

PS. using /etc/hosts for sites outside my LAN, new server's IP address. The file is currently under 1 KB, so it's not the "1562 bytes" issue.
