This sounds like a settings issue. If you go to Preferences -> Applications and then look for "DMG file (application/binary)" and "DMG file (application/x-iso9660-image)" what values are they set to?

Mine are set to "Always ask".

If that doesn't help, can you provide an example link to a dmg you're trying to download?
