What does "ask to activate" mean for an add-on and what triggers it?

From what I see, selecting that option makes no change in anything. I would have thought that when an operation was underway that would involve an add-on, having that option selected would cause a prompt like "Do you want to download?" for example. I have not seen that and can't seem to make it happen. Also, I can't find an answer anywhere in Firefox. Have I missed it?

Ask to Activate is used for plugins like flash and java, not for add-ons. If you turn it on, next time you go to a page that has elements that use that plugin, Firefox will ask you if you want to allow the page to use the plugin. If you can, you can allow it, otherwise ignore the prompt and the plugin won't be used.

Why do I have to click to activate plugins? is an example of how it works.

Note that you can inspect and manage permissions including the plugin settings for the domain in the currently selected tab via these steps:

  • Click the "Site Identity Button" (globe/padlock) on the location/address bar
  • Click "More Information" to open "Tools > Page Info" with the Security tab selected
  • Go to the Permissions tab (Tools > Page Info > Permissions) to check the permissions for the domain in the currently selected tab

What would you expect to happen with the "Ask to Activate" setting?
