the update to FF 39.0.tar.bz2 only loads files, nothing else
I am constantly being notified that my browser is out of date. I've tried several times to update and the same thing occurs: nothing!

You appear to be using an older 24.5.0 ESR version. The last version of the 24 ESR branch was 24.8.0 and that got followed up by Firefox 31 ESR (currently 31.8.0). There is already the first release of the 38.x.0 branch (38.1.0).

- Download the Firefox installer and save the file to the desktop

You can backup your personal data in the profile folder just to be sure.
I used the above link to download the installer. When I extracted and clicked on the icon, I was only shown the list of folders and files. I have attached the screenshot below. No install started.
There is no install procedure for Firefox on Linux unless you would use a version offered via the repositories of your distribution, but such a version may come with unwanted modifications and there can also be an unknown delay with updates.
You need to extract the files in the tar.bz2 archive to the folder where you want to install Firefox. That can be a folder in your Home directory or a folder in /usr/local/ or possibly /opt that requires root permissions to install and update.
There is no installer for Linux version. It is basically a archive.
The basics is you untar the tarball and then run the firefox script and use Firefox. The firefox you see above the firefox-bin in your screenshot that is what you run to use Firefox.
If you are the only user then putting it in a folder in /home can make it simpler for read/write permissions for updates.
There was a so called installer during some 10-11 years ago but it was basically a extra step for same thing.
