touch scrolling menu scrolls all tabs and menus

I use firefox on multiple devices, but primarily on a Wacom Cintiq Companion running windows 8.1. This has been a problem for me for a while and I can't seem to find more than a single unresolved message of this via google. Whenever I rapidly scroll through my bookmarks menu or any subfolders, all visible menus and open tabs scroll at the same time. I really want scrolling to be whichever menu or submenu I'm looking at and I don't want the tabs to scroll at all when I have a history or bookmark menu open. Is there something I can change in firefox's settings to fix this?
