Sync never syncs

I have been trying to use Firefox Sync for the past month with no luck. I only wish to sync bookmarks from my laptop to my phone.

I have followed the instructions multiple times, putting in email and password, only having bookmarks checked, then pair a device.

I enter the code from FF on my phone into FF on my laptop, it says it's connected successfully or whatever but nothing.

I don't have a master password or anything like that. I have deleted my Sync account on phone and laptop and redone everything 3 or 4 times with no luck. What am I doing wrong?

Also, it seems that anything I bookmark on my phone syncs to my laptop but I need it the other way round.

I also get error messages sometimes. On my laptop it's something to do with server error/failed to connect to server. On my phone it just says it's having problems.

Even when I click Sync Now it says it has finished syncing when nothing has synced.

And when I'm on laptop and I choose the option to replace other devices data with this (laptop) device's data, no other devices are listed so it's as if my phone never connected/linked in the first place.

Please help?
