Help: unable to clear my browser cache & delete cookies from my browser's settings to use my online banking bill pay. Tried many times,no luck

No one can clear your cookies remotely unless you give them remote access to your computer.

You do not say which OS and version nor the version of Fx, nor details of how you actually try to clear the cookies, step by step etc.
