tabs sometimes get added at seemingly random places in the tab list

As shown in image, Though the current tab is highlighted, a previous tab has shadow around it. My setting: 143.0.2 (Build #2016116031), ae41fe4e0410af90d829e92b192065938… (kàsi)

How to reproduce: Press + button on tab bar, then select any opened tab or enter a new site. The tab that is focused after this will always have shadow around. Then move focus to other tab without clicking + button. The highlight moves but not the shadow. edit: the tab that is focused on firefox launch also have the lingering shadow, untill you press + and select another tab.
