I click on the save as html file and no window opens to get me to the next step as outlined in the user outline on Firefox's website. I am using the latest version 49.0.2 on Windows XP Pro. When I click on the import an html file, again no window opens to the disk.

Is the Bookmarks Manager otherwise working properly?

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options) key, and then starting Firefox. A small dialog should appear. Click Start In Safe Mode (not Refresh).

Is the problem still there?
