If that is an intermediate certificate that chains to a built-in root certificate then the server should send this certificate.

Firefox stores intermediate certificate that servers send automatically for future usage.
Stored intermediate certificates show as "Software Security Device" in the "Security Device" column in the Certificate Manager.
Built-in root certificates show as "Builtin Object Token" on the Authorities tab in the Certificate Manager.
