How to request reopening of a closed bug without permission to comment?

Bug 1765091 is closed with milestone version 101 I seem to have the exact same issue in version 123 I would like to politely request to consider reopening that bug, but I don't know how. Bugzilla says I'm not allowed to comment on a closed bug.

Bug 1765091 has been patched, fixed, verified and set in stone. Your issue is something new and so requires filing a new bug.

OK, I'll do that. Still, just generally and hypothetically, what would be the best way of action if I wanted to request a closed bug to be reopened? Are comments disabled the moment they close or is it possible to comment for a while?
