I'm running Firefox 6.0.2, and a quick check tells me I'm current. But, I still often get a popup saying:

A security and stability update for Firefox is available. Firefox 7.0.1 It is strongly recommended that you apply this update for Firefox as soon as possible.

Active links are: View more information about this update Ask Later Update Firefox

I can't see the URL these links would direct me to, so I have not clicked on them. Instead, I just close the popup.

If this is a legitimate notice, (1) why can't I see the URL, and (2) why am I told that 6.0.2 is the most current version?

The latest version is indeed 7.0.1. You can check that independently on the official website: http://www.mozilla.org/en-US/firefox/all.html .

You're right to be wary about popups asking you to download software, although to help prevent this sort of thing, browsers tend to notify you about updates in a way that can't be mimicked by a devious website (usual page controls and context menus are unavailable, you can't select the text or drag images, for example).

Regardless, if you don't trust it, close it and check for updates yourself. The About dialog ( Help -> About Firefox ) will give you a button to press to check for updates. The updater should, hopefully, look identical to the notice you dismissed, but this time you know where it came from.
