How do I cause emails from a particular sender to "bounce?" I want the sender to receive some kind of a "bounced" notice.

Thunderbird doesn't have that ability, and there are concerns where an induced bounce actually works. BUT, there is a freeware program called MailWasher (free for one email account) that purports to do that.
TB has a built-in Redirect option, but there is also an add-on:
