Why is Sync not working on the old device ? What Firefox version is running on the device ? If Sync isn't working then you can transfer logins.json and key4.db directly from the profile on the old device to the profile on the new device.
You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page (Root directory).
