Can't drag tabs onto different monitors to create new windows

I can only drag a tab onto one of my monitors. When I try dragging onto my second monitor, it just does nothing. I have to drag it into a new window on my main monitor, THEN drag that to my other monitor. This also occurs in safe mode. WTF?
