what does 'local folders' do?

I have a section of the folder pane that says 'local folders'. I have no idea what it does, nor how to use it. It has remained empty and I want to know what to do about it.

They are a default part of Thunderbird. Do not try to delete them. Do not rename them. They are local on your hard drive. They are not a part of or in the control of your email provider's servers. It is a good place to create subfolders to store important messages. The Outbox for sending mail lives there. Anything you place there is local to that computer and not seen on any other devices you check email on. You do not have to do anything about it.
