I downloaded and installed the Webroot add on and it works on ie but I still can't get it on Firefox.

Are you asking for the Password Manager toolbar or the Webroot Webfilter Toolbar?

Does it appear in the Add-ons Manager > Extensions? If so, is it enabled?
{ Ctrl + Shft + A } from the keyboard to open the Add-ons Manager tab.
No, only the filtering extension.
Only the filtering extension is there and it is enabled.
