UTF-8 display problem

I have a message that includes HTML using UTF-8, and it is not displaying correctly for me. See the attached image.

The charset seems to be set correctly in the message: Content-Type: text/html; charset="UTF-8"

I checked mailnews.force_charset_override and it's set to false.

I tried to look at View->Character Encoding (in the main Thunderbird window) but that item is disabled.

View->Character Encoding for the message itself is set to Unicode.

I've looked a few other threads about this issue, but they either refer to much older versions of Thunderbird or were fixed by setting force_charset_override to false, which it already is for me.

Any ideas?
