On Windows XP? Unless your computer has a GPS antenna, Firefox may not be able to provide much more information about your location than websites can derive from your IP address. (They don't need permission to look up your IP address in services that map them to your service provider's location.)

What is causing the problem is unknown until it goes away. The link shows the information available.
