AFAIK, Norton "toolbars" are supplied as a part of their security suites and not available ala carte, as with a few other security applications. Probably best to ask Norton about that if you are missing a toolbar that you think you should have.
First try this. Does it help?
Download the current full installers for your Norton programs and save them.
Download and run the Norton Removal Tool to uninstall your Norton product
After rebooting the computer, run a registry scanner. Then run the installers.
