Downlaods are very slow

Whenerver i downlaod things like of 10 mb it says it will take 9 minutes or somthing. Before update and after update its downloading are very slow. When i started playing Call of Duty 4 Multiplayer after sometime my downloads are slower. I downloaded it from utorrent. That files name is Call of Duty 4 Multiplayer.exe it is an rar extractor.
