i had setup a new windows and when i tried to sync my Firefox data i found nothing and all my bookmarks and passwords was lost.

Since you didn't backup your profile/bookmark/Firefox data once a new install happens and you log to sync it wipes clean any sync to match the new data uploaded to it. Sync "isn't" a backup device it only sync data from one device to another for Firefox sync.

It syncs to a Sync server and not device to device. This is mentioned in the Sync related articles in the KB.
