Instead of using the Mozilla search tool here, I used Bing and Bing found the answer here at Mozilla or (https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode?redirectlocale=en-US&redirectslug=Safe+Mode ).

My FF 55.03 (64bit) ignores "Always ask you where to save files" in OPTIONS. It worked in Win 7 but never while FF was in Win 10. The suggestion was to try in SAFE MODE" to see, If it does, advise to make it work in Win 10 FF normal mode
