Why does Firefox block pop ups even when disabled in settings?

I have added my site in the exception list and even went to the extent of disabling pop ups blocker but in vain. I have a dialogue popup for search on a field which is triggered by either a key press of mouse click. But after a few usage especially when clicking mouse or pressing dedicated key button interchangeably, it blocks the pop up. This a lot of the times requires a restart of the computer, not just the browser.
