If I set up a new account will I lose all of my saved bookmarks and logins? The email I set my account up with no longer exists.

I set up my sync account some time ago and it has been working really well. However, the email address that I used to create the account has been decommissioned and I will no longer be able to access an messages sent to that address.

I understand that it is not possible to change the email address used to set up an account, and that I will need to create a new account using my new email address.

However, if I do this, will I lose all of my saved bookmarks and logins etc.? If so, is there some way that I can export this information to a CSV or some other file, that can then be imported to the new account?

Your data on the Sync server now is the same data as you have in Firefox on you devices. That data will Sync to the new Sync account; you won't lose anything.

But if you have a new Firefox installation, without any other devices connected to your existing Sync account, you have a problem.
