Firefox recommendation for security
Firefox email recommends steps for security...but when I try to viz. the recommendations, I get a popup that tells me Mozilla page is not secure, so I can't view the recommendations

First, you need to update to Firefox 16.0.2, the version you are running has many known security holes, to stay safe please update ASAP. Update Firefox to the latest release

No...I did update to the current Firefox ...but when I attempt to open the "suggestions for security" sent to me on what appears to be a Mozilla email/webpage...I get the same message that I can't open it because it is not secure???
You can check for problems caused by a possibly corrupted user agent.

Use a compressed image type like PNG or JPG to save the screenshot.
Do you get that message when you access a secure HTTPS link?
Which security software (firewall, anti-virus) do you have?
A possible cause is security software (firewall,anti-virus) that blocks or restricts Firefox or the plugin-container process without informing you, possibly after detecting changes (update) to the Firefox program.
Remove all rules for Firefox and the plugin-container from the permissions list in the firewall and let your firewall ask again for permission to get full unrestricted access to internet for Firefox and the plugin-container process and the updater process.
