firefox safe mode in start, all programs missing, only open a new firefox, yes i have reload and up dated

after Toshiba A25-279 hard drive crashed i did a rebuild. In reloading all the connection and programs necessary. installing Fire fox the safe mode did not load. Firefox in the start, all program, Mozilla Firefox the safe mode program is not there. all it does is open a new Firefox start page. I installed java because it did not load with Firefox. have ran all up dates and add- on's that looked like what should be on.

would a remover of Firefox and reload clear up this problem? or it necessary to even have a Firefox safe mode?
