what happened to the up/down arrows in the scroll bar? Scrolling is jumpy & won't stop where I desire.

really want this back so I can maybe have some control over scrolling.

Using the trackpad is very jumpy & response is delayed (which makes it worse since I continue to scroll ).

No web page scrolls smoothly. I cannot control it; seems like everything is in "blocks" which will either be completely on the screen or not.

Does El Capitan have any issues with FireFox?
