Download Error - with search provider definition

I have authored a few search providers. When I try to load my latest from my local file system, I get a dialog saying: Download Error Firefox could not download the search plugin from: file:///Users/buchs/Firefox-my-search-provider.xml

The file is protected exactly the same as the last provider, which I loaded from a local file (in same directory). In the file chooser dialog, I navigate to the file and select it. What else could this error be indicating?
