Firefox 27 & 28 ignores Download-Directory (and download.lastDir)

firefox 27 (and beta 28) are ignoring the download directory (browser.download.dir) specified. no matter where it points to, downloads are now stored in ~$user/AppData\Local\Temp

is there any way to fix this behaviour ?

Do you have security software that might be blocking or scanning the file and prevent Firefox from moving the file to the destination folder?

Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.
