Sounds like you've installed a rogue AV app which has disabled those functions, probably this one: http://www.bleepingcomputer.com/virus-removal/remove-win-7-antispyware-2011

If it is that one, then you'll find removal instructions on the same page.

If it's not that one, post the problem on their forums @ http://www.bleepingcomputer.com/forums/ because they can offer specialist help to help you remove it.
