Tab title info box does not close when firefox is not the focus window

I do not use maximized windows rather I layer them. When firefox is in the background, running the cursor across the menu-bar pops up the tab title and does not close. Running the cursor across the menu-bar making sure the cursor does not focus on the menu-bar again closes the info popup. Is there a way to disable the info-popup. When firefox is the focused window the info box closes quickly.
