just installed Ubuntu 11.04. You can create these prefs to register the RTSP protocol.

This is an example with the GNOME MPlayer. 

network.protocol-handler.app.rtsp "/usr/bin/gnome-mplayer"
network.protocol-handler.external.rtsp (true)
network.protocol-handler.expose.rtsp (false)
