Until yesterday, when I deleted cookies, cache, etc., the stored cache would go to zero. It is now not going lower than 32 kb. I have no website listed for exceptions. What would have changed to cause this?

The screenshot shows you are in permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History). When you run Firefox in PB mode then no data is stored in the profile folder on your hard drive and this includes the disk cache. During a PB mode session all data is stored in memory and purged automatically when you close Firefox. This also means that you won't be able to clear the disk cache, so you will have to exit PB mode to be able to clear the disk cache, but Firefox might still be using the caches to store internal data.
