This does not sound like a Firefox issue, but I will do my best to help.

If this is a pdf file, you will may need to print a copy to be able to complete the form. If it is not a pdf file, please can you provide further information as to what you have downloaded.

I notice that you are using an older version of Firefox. I recommend that you update so that you have the latest security and stability updates. You can read more about how to update here.
