what is the "open permissions" extension that appears in my list of add-ons and what is it used for?

In my capacity as the world's #1 computer dummy, it seemed to me that my above question would be self explanatory but I'll try to elaborate further: I received a pop-up message on my screen that an update was available for Adobe Reader so I opened the Firefox add-on page where I clicked on the the reader update button. While that update was in process I noticed that an update was also available for an extension entitled "open about:permissions" and having never noticed or encountered this item previously, I clicked on the link to open the related home page as I most always do in such cases in order to increase my knowledge (which I admit is pretty limited) and found the page to be written in Polish or some other eastern european language which stopped me short. I then looked on my menu bar for the the translate icon which used to be there but had disappeared somewhere along the line which again stopped me short. To avoid clicking my way down another dead end road, I did what I thought was the obvious thing and posted the above question. I'd like to get some information about what that extension is used for and either keep it updated or else delete it if I have no use for it since this computer is already slow enough without loading it with useless junk. I'd also like to reinstall a translate program if you can recommend a good one that won't uninstall itself when I'm not looking. If I remember correctly, the one I used to have installed just sat there quietly keeping an eye on the incoming data and automatically translated into English anything incoming in a foreign language.

Open about:permissions was an extension which provided a menu item to open the about:permissions internal "page" which was labeled Permissions Manager. Not needed since Firefox 43, as with Firefox 44 the entire "permissions" scheme was re-written and that "page" wasn't updated & the URL was removed from Firefox code.

Bottom line is remove that extension as it isn't needed any longer.
