Two methods are used to determine "location".

One is via the IP Address that your ISP assigns to your internet connection; known to vary widely in rural areas and with some broadband services even in metropolitan areas.

The other is via "geo-location" via WiFi for where the WiFi hotspot eventually connects to the internet; can be spot-on accurate is the router has a direct connection or it can vary widely when the router connects to an intranet before connecting to the internet.
