Usually happens in FACEBOOK. I'll use my laptop pad to scroll down a page and the scrolling will continue although I no longer have my arrow on scroll bar and no pressing on laptop pad. Using Win 7, Firefox version 54.0.

This seemed to work for someone else.

Type about:support<enter> in the address bar. At the upper right, press the Restart With Add-ons Disabled button.

Also tour Flash is way out of date. Flash Player Version: 26.0.0.131 is latest version and could cause problems
