One of the foreign website I need to visit seems to work only with ASCII chars on its URL, even though the website itself will request URLs with foreign characters!

Can you give more detail about what is going wrong with that website and give some examples ?
Can you post a link to a publicly accessible page (i.e. no authentication or signing on required)?
