PDFs downloading instead of just opening

I think a recent update must have changed some of the settings on how Firefox handles PDFs. I updated two days ago to 98.0.1.

After the update it would open the PDFs in the same tab as the link even though the "Open links in tabs instead of new windows" option is already selected. This is not practical (e.g., when I'm in Outlook online and want to open a PDF that has been sent to me, it loads it in the same tab as Outlook online).

In order to circumvent that issue, I changed the "Action" in the "Settings" Menu for opening PDFs. The issue above occurred when it was set to "Open in Firefox." I tried changing it to "Always ask"--this is what I had it set to before the update AFAIK--and now it is opening files in a new tab when I select "Open in Firefox" from the pop-up menu, but it also actually saves the files in my "Downloads" folder instead of the "temp" folder where it used to store the files and where they would be deleted by Windows periodically if I didn't manually save them myself. Note that I do have Firefox set to store any downloads in the "Downloads" folder, but up until the update this did not happen for any PDFs I was opening within Firefox or with Acrobat (unless I specifically said "save file").

Can anyone help with figuring out which setting needs to be adjusted? Just to summarize, I would like to be asked where to open my PDF and have Firefox download the file to the "temp" folder.
