How to connect to web site using apache server?

I try to connect to website www.BustedPaper.com. It takes me to a page that says at the top "Index of /". Below that it gives two (2) offerings: wp-config.php preceded by a ? in a box type icon. Below that there is a folder type icon followed by: wp-content/. There are column type headings over the pair in the appropriate place : Name, Date Modified, Size, Description. Then there is a line below them and beneath the line are the words: Apache/2.2.22 (Ubuntu) Server at www.bustedpaper.com Port 80. And that's it.

When I click on either of the two offerings, they simply go to a blank page. Other items are clickable, but nothing happens when I click them.

I think the website is a WordPress website, that is why it shows wp-content/ and wp-config.php. What is it that you want to do on this website? Do you own the website / webserver?

While it does seem like it may be connected to a Word Press application, the address I'm seeking is actually run by a national weekly newspaper called "Busted" which carries the mugshots and charges filed against certain people in a given community. It is owned by someone called Pinnacle Publishing and claims to be an offshore company.
