Whenever a new window (or even Firefox program windows like Add-ons, Bookmarks, Settings, etc) is opened, Firefox freezes for 30+ seconds before opening it.
I have reset Firefox, then reinstalled, removed all of the extensions and plugins, uninstalled and reinstalled Flashplayer, updated Java, etc. I have also created new profiles, which have the same problem.
The problem does not appear in Safe Mode, which is odd because I have disabled all of the built-in extensions and have run the program in regular mode, and the problem still occurs. Right now I am using no extensions, no plugins, and no themes, and Firefox still freezes for a short period of time whenever I try to open a new window.
This problem does not happen in IE or Chrome. I have not installed any programs recently; the problem started happening randomly.

Safe Mode also disables the themes (Appearance) in Tools (Alt + T) > Add-ons. and hardware acceleration - the manual setting is Tools > Options > Advanced > General > Use hardware acceleration when available. All these settings/options/add-ons can also be individually or collectively disabled/enabled/changed in Firefox normal mode to check if a theme, or hardware acceleration is causing issues. Disabling/enabling hardware acceleration, and some types of add-ons in normal mode may require a Firefox restart - a quick way to restart Firefox is to press Shift + F2, type restart and Enter.
