Are you still running Firefox 3.6.8 as indicated in the information next to your question? Please note: since that version was released in 2010, numerous security problems have been discovered and fixed. You should update as soon as possible to version 3.6.28 or Firefox 11.

I'm pretty sure the Sync tab was added in Firefox 4.

The Sync extension for Firefox 3.5/6 versions has been redrawn and is no longer available.

If you want to use Sync then you have to update to the latest Firefox 11 version or install the Firefox 10 ESR version if you do not want to update that often.
