Newer PC, Win 7, New Laptop, new router/modem, my speed tests say I am getting 10+mbps, but internet is acting like dial up. Help?

We have 2 PC's, less than a year old, a brand new laptop, all Windows 7. Our ISP is providing us with capable speeds of 10+mbps, but the internet is acting almost like dial up, contrary to multiple different speed testing websites show we are running at or above 10mbps. We initially thought it may be our router, technician came to our house and we both had a forehead slapping moment thinking a firmware update to our router (also less than a year old) would do the trick, and it seemed to, for about 2 days. But then back to the same issue. Ordered ISP router/modem combo thinking that would do the trick. Hooked it up, still the same deal. Seems to be worst with secure websites, although other websites do it as well. We have cleared complete history, cache, cookies....just nothing is working. Somebody, anybody...please help! Thank you!!

In our case it turned out to be our ISP.
